Zen Development Consultants was selected as the financial consultant to Burbank Housing Development Corporation for the acquisition and rehab of Golden Gate Village, a 296-unit public housing project owned by Marin Housing Authority (MHA). The property is being repositioned via a RAD conversion and low-income housing tax credits. ZDC first worked on Golden Gate Village in 2022, when MHA contracted ZDC to do nearly a year of intensive community planning. In 2024, MHA selected Burbank Housing Development Corporation as its developer partner, and Burbank selected ZDC to manage the financial modeling, phasing analysis, and funding applications. ZDC developed a proprietary financial model that evaluated three phases simultaneously for feasibility and competitiveness for tax-exempt bonds, made strategic recommendations, and managed the application to CDLAC and TCAC for the 88 units first phase. In 2025 the project received its tax credit and bond award, and ZDC is managing the financial aspects of the construction closing, in addition to managing subsequent applications and closings for the project’s future phases.
