On behalf of client CRP Affordable Housing, ZDC managed the entitlements, permitting and new construction of the Rose Town Apartments.  Rose Town is a 100% affordable 48-unit rental housing development located at 178 North Halstead Street in Pasadena.  A transit oriented development, Rose Town has no onsite parking and is adjacent to the Sierra Madre Light Rail station, in the midst of one of Pasadena’s richest districts for neighborhood amenities including shopping, social services, schools, entertainment, public libraries, and health care resources.  Rose Town was funded with the 9% Low Income Housing Tax Credit.  The community is targeted to households earning 30%-60% of the area median income and offers studios, 1-, 2-, and 3-bedroom units.  The building is 6-stories, serviced by 2 elevators, and features a leasing office, onsite management and resident services, community room, children’s playground, and plentiful bike parking.
