ZDC’s history on the Weingart Tower extends back to 2018 when Principal, Liz Tracey, served as LeSar Development Consultants’ lead on drafting the RFP to select Chelsea Investment Corp. as Weingart Center’s development partner for this prototypical project. Subsequently, on Behalf of Chelsea, ZDC’s Colleen Edwards project managed Weingart Tower 1A, the largest and only high rise permanent supportive housing development ever built in Los Angeles, from predevelopment through completion and project close out. The mixed use project includes 275 units of permanent supportive housing for residents who were formerly homeless and 3 units for full-time onsite managers. 16,500 sf serves as office space for WCA services staff and management, while an additional 17,700 sf serves as amenity space, including a workout room, library, career center, commercial kitchen, and adjacent dining area, serving three hot meals a day. Project funding is from the City of Los Angeles HHH Bond program; the Affordable Housing & Sustainable Communities and Multifamily Housing Programs from the State of California; No Place Like Home administered by the County of Los Angeles; the Affordable Housing Program from the Federal Home Loan Bank of San Francisco; and two distinct 4% tax credits and bond awards.
